The Culberson County Groundwater Conservation District was created to determine policy and regulate the withdrawal and use of groundwater within the boundaries of the District. The State of Texas has deemed this responsibility necessary to preserve our groundwater for years to come. In recent decades, withdrawal of groundwater has exceeded recharge of the aquifer by a significant amount. This conservation district has been designed and directed to assure Texas citizens the sufficient availability of drinking and irrigation water. At the current rates of unregulated withdrawal, the sustainability of the aquifer was sadly not a reality.
